As Metro looks to implement new Measure M transit projects, equity-minded members of the PAC have called for a strategy to reduce displacement pressures. The approach has been to establish a TOC policy, which aims to preserve affordability near transit. Whereas the TOC policy puts out the vision, now the TOC working group is developing mechanisms that could help to achieve that vision and metrics to track success or shortcomings.
So far, Metro has committed to completing assessments along all new Measure M corridors. What should these assessments consist of? And how can Metro incentivize local jurisdictions to implement strategies that will preserve affordability?
